How it works in Japan

On this thing I was talking about yesterday here, about the United States having to renegotiate the 2006 Okinawa deployment agreement with the Japanese, I came up with a note-card sized general rule:

For a foreign person, or disenfranchised (low man on the totem pole, women, low status group) Japanese:

RELATIONSHIP TRUMPS CONTRACT TRUMPS LAW.

For the enfranchised Japanese:

LAW TRUMPS CONTRACT TRUMPS RELATIONSHIP.

Since the United States military falls under the category “foreign person”, they are getting Option One. They are being forced to renegotiate because they don’t have a previous relationship with the Japanese who are currently running the country. With “Japan”, yes. But things changed . . .
