What I’m finding anecdotally is that people are signing up (be it with Highmark, Independence, or a competitor), but they aren’t being vocal about it. People don’t turn down a deal. With the ACA credit (so called subsidy), that 90% of America qualifies for, it makes it silly to leave money on the table.
Once people discover that ACA isn’t “bad”, this will drive more enrollments when the site opens back up for general on November 15.
