Virtually no one, who you’d think would qualify under a modified permanent resident system, actually does. Especially, if even fifty Americans got in under this, I’d be surprised.
But on the other hand, America issues thousands of permanent resident certificates to Japanese who come to America. And the standards are a lot less stringent.
If one concern, as the article says, is that Americans (and others) will come and take “Japanese” jobs, what does that say about the number of jobs Japanese take outside of Japan?
